Similar situation.  3rd party vendor enterprise level disk hardware.  Sharing 
the spindles between z/OS and Oracle on *nix.  Everything was happy until one 
day the mainframe performance hit a wall.  Disk vendor blamed everybody else 
until I got some RMF reports that showed response time went from 1-2 
milliseconds to over 500 per I/O.  I finally got a physical drive mapping from 
them and discovered it was sibling pend between Oracle doing some kind of 
database copy that the back end disk hardware did within itself and that was 
killing anything else trying to use those physical disks.  They couldn't get it 
fixed so they ended up providing us additional spindles so we could move the 
mainframe LUNs to separate hardware - on their dime.

Before "cloud" I worked with one government agency who moved from z/OS to 
"virtualisation on utility platform" - basically x86 on-prem.  They found they 
needed more x86 capacity than they planned for, and then had 3 vendors to worry 
about.  I got involved in a performance problem and could see about 10% of the 
I/Os were taking over 500 ms. Each vendor pointed to another vendor as the 
problem.  I think it cost them lots of money in fines because they did not meet 
the performance targets. I don't think they solved the performance problem - 
they re-architected to fix it.
