IBM's AFP to PDF generator on z/OS is called IBM Print Transform from AFP to PDF for Infoprint Server for z/OS, IBM Program No. 5655-TF1. I'm biased I suppose, but it's a very good product. There are options available to generate accessible PDFs (PDFs that are suitable for users of screen reader software) and signed secure PDFs, to prevent PDF tampering. You can also encrypt PDFs, create annotations, bookmarks, links, and more.
