When I was first learning JCL, I read about apostrophes.  I tried it.
I created all sorts of data set names, DISP=(,KEEP),  containing
blanks, binary zeroes, lower case, no periods, ...  I left them, trusting
that tramp data sets were periodically scratched.  But a few days
later, irate admins swarmed on me, complaining that my data set
names crashed their scratch process.

Thoughtless design, that it couldn't deal with truly bad objects, only
moderately bad.
