Mark. Sorry for the confusing terminology. I meant cross-system within the same sysplex. As I have already posted, the problem seems to be the lack of a journal dataset for STCs - it is working OK for journaled job classes.
A conversion to SDSF RACF security was involved in the migration but I am fairly sure that security is not related to the problem.
