According to the 6.3 announcement letter z/OS 2.2 is supported, but to run 64-bit programs 2.3 is needed. Depending on your maintenance level of 2.2 you might/might not experience problems that have been resolved in later levels of LE. The Enterprise COBOL 6.3 PSP bucket might have some good information on APARs that were issued against the product.
