IIRC, the system dump data sets should not be deleted. Dynamic dumps require 
SMS to be active. Before SMS is active, no dump can be taken when the old-style 
dump data sets are not available anymore. 

I remember one occasion where MSTJCL failed to start. The system did not go 
into a wait state, but it did not come up, either. Without that old-style dump 
I would never have found the problem - accidentally ISPF compress was used on 
the parmlib member. That resulted in a lot of gibberish, but no comprehendable 
JCL statements. Worst, when you checked mstjclxx via ISPF, it looked completely 
okay. 

Better keep your old-style dump data sets to be used until SMS is fully active.
