Since this is a DR test, I would be willing to bet that someone made an error in the PROGxx member and you have at lest one and probably several datasets that are not authorized correctly. It could be that someone forgot a comma or they specified the wrong volume (i.e it's on Z24RES on the primary system and one D24RES on the DR system). I am assuming that this is the same OS as the primary site, but you are probably using a different parmlib or parmlib members. Most likely someone didn't check their work. It happens, and is easy to fix. It's doubtful that all of a sudden all of your programs are failing due to a new error, so that means you have to look at what you changed and fix it.
Depending on how much of your system is able to start, you might be able to fix it without re-ipling, but it should still be pretty simple to find and correct.
