This is internal development.  If a PTF has gone to a customer, we rework
with a different SYSMOD ID and supersede.

Internally, we do what's expedient.  If a CSI becomes corrupted, we delete
and reinstall.  This has happened a handful of times in our mainstream
development CSIs; almost monthy in my experimental CSIs.
