I just re-downloaded it from "ftp.software.ibm.com" directly to the
mainframe, and it worked fine.
You do not perhaps have this blocked on your firewall?

I know there were some FTP address changes announced by IBm a few months
ago - I went to our network/firewall person and asked to open this up.
