To answer the two questions asked:  I have tried it with/without the apostrophes. Without them I get an error message that they need to be within the apostrophes.

BIN or not, I can't get it to work. But yes, I know that what I am transferring can't be translated, so I specify BIN for all ftp work in this case.

It is funny that I can ftp from my laptop, just not to it, even with the ftp being done on my laptop -- exception is with DSN type data sets, that I can get to work every time. [I have gotten an ftp server to run on my laptop, which is running Windows 11, so now it can have ftp done from z/OS and I will get that file if I have started up the ftp server "client" on my laptop.]

BTW -- I figure this is going to turn out to be something incredibly stupid/noobie-ish.

Try without the quotes? I think the quotes might indicate a dataset rather than HFS file.
