I've been working this problem with IBM support. Somehow ZFS knows about the file system, but OMVS doesn't. The file system is flagged as quiesced. The zfsadm unquiesce command fails to reset it. We've identified the problem occurred after a BPXWMIGF mirror activity without mounting/renaming the target file system. IBM is unaware of any current known issues with BPXWMIGF.
