In addition, both HMA HMC's need to be cabled and setup at install time. I've had some folks ask if they can cable only the HMA SE's to talk to existing external HMC's and leave the HMA HMC's for "later". SSR's say no.

Another new z16 feature people are concerned about is the ETS RJ45 ports on the front that replace the HMC NTP services. Doc wasn't clear to me at first but I'm slowly learning.

I can imagine the following:
a) SE runs on bare metal and hosts HMC virtual machine.
b) HMC runs on bare metal and hosts SE virtual machine.
c) Both SE and HMC run as virtual machines, under some other hypervisor.

I heard the option b) is in effect, but it doesn't seem optimal solution, because HMC restart implies SE temporary unavailability as well.

There are two HMAs. Each has an HMC running on bare metal and a virtual SE. The HMCs are in a peer relationship, the SEs are primary and alternate.

You're not allowed to restart the HMC that hosts the primary SE. You must either shut down the primary SE first or switch it with the alternate (on the other HMA) before you will be allowed to reboot the HMC.
