I completely agree with one day. You should be productive by then, as for learning all of the sites naming conventions, procedures and standards, you would pick them up as you go. I have found that by the end of the first week, I typically know more about how things are "supposed" to be managed than the people that are currently employed there. :)
That assumes that everyone knows you are coming in and is prepared for you to be there. Things like getting an ID and a place to sit and instructions for VPN's and connections. Those things typically should be done before your first day at the site, but unfortunately it rarely happens that way. So I should say that it's about a day after you can actually log onto the system.
