I think you are referring to "ELAN". It was a PC used to do work
for automation before MVS got up far enough for Auto operator to
function, as I recall (prior to the BMC buy-out of Boole & Babbage).
And I think that would allow one to trap this kind of issue. But
it has been decades since Boole & Babbage for me.
Regardless, if one has such a tool that can get the "NIP Console"
output, I think you would be able to catch this problem.

I know there are lots of critical errors that can happen during NIP so I don't
know exactly where to draw the line, but it would be great if the OS could flag
things like this (missing LNKLST library, missing LPA library or MLPA, missing
SVCs) and then
reflect the error in a health check post IPL. Normal console automation could
catch
that easily and warn someone and it could be fixed and the system re-IPLed at
the time.
Personally, for planned IPLs I always check NIP on at least on one system in a
sysplex
if multiple systems are being IPLed (parms / sysres are shared anyway).
