I suspect that that information is provided locally, not as part of z/OS. So you might have to check locally to see what was intended and where they took the information from. For example, in the ECVT there are fields that would have value "02" for version, "03" for release, and "00" for modification level. But I'd guess that someone at your site just typed it this way.
