The fragment page= is the normal way to request a specific page within a PDF, 
but the number is the sequential page within the PDF rather than the number on 
the page. Your PDF viewer should show you that number.

Good catch!  But is that a good place to document it?  Documentation
shouldn't be a treasure hunt, as if the writer had been traumatized
in utero by the first chapter of "Hitchhiker".

Did your viewer (which?) respect the URL fragment, "#page=52?"
I found the text on Page 22.
