z/OSMF is required for installing an IBM ServerPac. If you don't have z/OSMF available, then in Shopz you must choose the CBPDO installation method instead of ServerPac, then use SMP/E to install the product in CBPDO format. But really you should be planning to install z/OS V2.5 (because z/OS V2.2 is no longer service supported) and getting z/OSMF up and running.
