/etc/security and /iked.conf are both part of Internet Key Exchange Daemon(IKED), which was changed in z/OS 2.2, and 2.3, I don't think there were changes in 2.4 or 2.5
Even though it's int he etc directory, you probably should not delete it. Unless you are sure you won't need IKED.
