GTF under z/OS issues messages whose IDs start with AHL, not IHL. So I don't know why you would have any code on your system which issues an IHL007I message. AHL007I, I could believe. It you be helpful of you can provide your syslog, starting at the time where you try to start GTF, the JCL for the GTF procedure you are starting, and the output from the GTF started procedure.
