For as long as I can remember, only the owner of the Designated Machine (language from the ICA) was entitled to open new cases.

I was unaware (and am somewhat surprised) that the remote development contract somehow entitles an ISV using a z/VM guest on IBM's hardware in Dallas to do so.

It's certainly not true for ISVs enrolled in the z/OS ETP. Everything must be handled by the IBM Dallas team even if you run the code on your own Designated Machine...
