In theory and for the most part, IEFSSREQ can be used in SRB mode. Each subsystem can process any functions it chooses. I suspect that all reputable subsystems would make themselves SRB compatible. If you choose a function processed by an SS that doesn't expect to be called from an SRB, they may not have been coded to handle SRB mode (e.g. WTO JOBNAME,JOBID, and I think LINKAGE=BRANCH).
