There are many keywords/options in many macros that are not intended for 
customer use. ACTIVATE in CSVDYNL is one.
Customers need control over this action. It is made available by command and is 
not available via the programming interface.

Further, you should view the macro prolog as tourist information, take it for 
what it's worth.
The publications document what is supported.

In this case (and many, because we like it this way) the macro matches the book.
And, as Peter F pointed out, this is both shown in the macro and enforced by 
the macro as not a programming interface.
