You can't delete the libraries from the active configuration. You need to determine what SCDS the active configuration was loaded from and delete the libraries from the SCDS, then validate and activate the modified configuration from the SCDS. Once you've determined the correct SCDS and deleted the libraries from it, use primary option 8 (control dataset) to do the validation and activation. I don't remember off the top of my head if you need access to a console to respond to the "are you sure" message.
