Predicting future usage based on previous consumption might tempting but is a fool's errand. Unless, of course, your users always do the same things month after month and your applications/business experiences no growth, etc.
Now if you are asking if there are tools to predict what your charges will be based on a current peak 4-hour rolling average MSU usage, then yes. Go to www.sherkow.com and look at Al's LCS software. It does that down to the penny for IBM variable workload license charges. It also audits IBM's subcapacity reporting tool (SCRT).
