IBM used to, and may still, supply an unofficial REXX exec that I wrote named DBSYNC. One of its operational modes allows cloning a user, though I don't recall if that is described in the documentation or only anecdotally on RACF-L. And I have no idea where such tools & toys are distributed today, but someone on RACF-L could probably provide more information.
