Turns out the last packaging of FLOWASM.ZIP was in 2009. There is now a
new one here:

Sadly, I no longer have the HLASM Toolkit in my VSE environment. So I
compiled it under z/OS faking out the &OS SETC symbol (initially derived
from &SYSTEM_ID) to be "NOT z/OS" which caused it to skip over the
z/OS-only code.
The object deck it produced should link on VSE (and CMS). If not, the
latest source should compile okay if you have the HLASM Toolkit available.
Let me know how it works out...
