Sorry I misunderstood that you are asking if there is a user exit that is called when all abend recovery is disabled. What I intended to say was "IBM supplying useful recovery". For instance, recovery can range from causing machine wait states to fully recoverable environments like dynamic exits which rarely cause disruptions. I suspect that all user exits run when PSA PROGRAM CHECK PSW is enabled so some type of recovery should be active although it may not be useful.
