How did you build the JCL with instream ++MOD? Could the
binary data have been corrupted by that process?
Does RECEIVE verify instream ++MOD elements?
What were the messages in the failing case?

the DLM=@@ should have no effect with your data.
What happens if you include the binary by concatenation
rather than instream?
