Maybe you should consider a different approach. Instead of trying to do the time dependent stuff on the OFFOAD itself maybe you could do something with the $T O JOB command. Maybe setup the OFFLOAD to look for a unique DESTID and then alter the output to that DESTID after being in the spool for "X" days. You could maybe use the JES2 timer commands function to kick off the process once (or more) a day. Or if you have an automation tool you could use it to fire off the commands.
So maybe look at the $T O command in combination with the OFFLOAD. Just a thought...
