The following section was taken from IBM Redbook *IBM TS7700 Release 5.3
Guide *Appendix E page 945.

Note: BVIRHSTS can still produce System Measurement Facility (SMF) records
from the
BVIR historical data, though current VEHSTATS does not accept SMF records
as input.

For those who did not understand,
BVIRHSTS is an IBM (as is) tool which provides TS7700 (mainframe Virtual
Tape Library) statistics reports.
This tool also can produce dataset with SMF records with your selected
number, the information and the format of those records are based on the
original SMF 94 records that were produced by the "OLD" tape libraries
(3494, 3495)  which were attached "directly" to the mainframe.
The "new" SMF 194 (or any number you selected) provided for
compatibility, mainly for the billing systems which relied on the old
(original) SMF 94 records.
It is important to understand that those SMF 194 records are not produced
by the z/OS rather by the TS7700 tool mainly for the reason explained above.
