Pretty much any ALGOL-like language, e.g., PL/I. Even for languages that are not ALGOL-like, you may need more than the address in order to pass, e.g., closures.

The real difference is that call by value makes a modifiable copy and call by reference passes a pointer to the original variable. No copy means calling by reference.
