Mainly, you're trying to install a decade-old operating system that wasn't in very good shape to start with. Try downloading a current version of RHEL or SLES and you're much more likely to be successful. The suggestion to subscribe to linux-390 by Miklos is a good idea also. That's where most of the mainframe Linux people hang out.
