Follow-up: I was able to use Denis Gäbler’s blog instructions to set up his 
python-calling-COBOL test on our z/OS V2.5 system, but apparently the essential 
LE module CEL4RO31 does not exist on our system (or at least I nave not yet 
found it).

I am going to guess that either (1) that capability is only available in z/OS 
3.1 and up (the original post was entitled “z/OS 3.1 Enhancements . . .” after 
all), or that (2) my local V2.5 system hasn’t yet received the necessary 
back-port updates, assuming they exist.

It was an interesting exercise nonetheless.  Failure is not an endpoint, it 
teaches us for the future.
