The OP first tried to clear a dump data set. That would have worked if there was such a data set. But apparently there wasn't. SYS1.DUMPxx data sets are not magically created, they are created by "you" and managed by "you" (and the system might attempt to find an available one)
Then there is dynamic dump allocation which, apparently, is not active. This relates to DUMPDS (DD) command options such as DD ALLOC and DD ADD. And you can define the naming pattern for the dump data set.
