I am sure there are many ways to do this.
We have a CICSPLEX.
We have things set up with z/OS Connect EE issuing the CICS Client Request to a 
Sysplex Distributer.
The Sysplex Distributer forwards the request to whichever CICS Region is 
available to satisfy the request.

If CICS Region one and CICS Region two are both available, one of them will 
process the request.
If CICS Region one is unavailable, CICS Region two will service the request.
If CICS region two is unavailable CICS Region one will manage the request.

If neither CICS Region one nor CICS Region two are available, you are out of 
luck.
