If you read the bible (POP) about the two: it is obvious that they were created for controlprograms that might cause a new BEAR to be stored (i.e. a PAGEFAULT IIRC). These controlprogram (Obvious the flagship only- and none of the others) are unable to move it away to a known save location.
I wrote a modification to the control-program of the now abandoned sibling VSE that moved it away as first thing in the program check handling but only in case of a 0001 to 0005 (in all other cases you need no BEAR (IMNSHO).
