Perhaps the "0" from "3390" was too far to the right and ignored?
An unnumbered file with the "0" in column 73 would certainly ignore the "0". Parmlib members often have the rule that anything past column 71 is silently ignored. Reading of a parmlib member by IEFPRMLB, for example, will let you ask to blank out column 72 to avoid confusing subsequent parsing.
