What version of z/OS? The full blown mail transport server, SMTP, is no longer supported/shipped with z/OS. I think it was dropped as of z/OS 2.3. It was replaced with CSSMTP, which is not a full blown mail transport server. Meaning it can't receive mail and it can only forward email to another SMTP server. CSSMTP requires at least one targetserver to be specified.
