As other said the IPL is required. To summarize IRRPRM00 is for easier view/change, but it is NOT dynamic.
BTW: quick and dirty method is to replace RACF db (overwrite PS file), however I bet it is strongly not supported procedure. ;-)

I've moved from having my RACF definitions in load module ICHRDSNT into parmlib member IRRPRM00, and use RACF=00 in ieasysxx . This works fine. If I change this member, stop RACF and restart RACF it uses the definitions in place at IPL time - not my updated definitions. I can't find a z/OS command to refresh this, or change the RACF= option.
