It depends on the storage subpool and how the "shutdown" occurs. Specifically, subpools with the ownership attribute of "systems" are never automatically freed by any system function, but must be explicitly freed by whatever software acquired the storage or by some other process which is triggered by the shutdown and knows how to find the storage necessary to freed, what subpool it is in, and how much to free.
