What is the timeout interval?  Default is 0 (never timeout).  Maybe
connection takes longer to connect on the failing Db2, due to resource
shortage on either end.  Is the same JDBC client being used with each of
the z/OS Db2 systems (and on same lpar)?  Try to use the latest JDBC
driver, they are notorious for bugs.
