Peter,
There is some detection (not complete, but some) that is done in the first z/OS 
Upgrade Workflow step called "Discover z/OS features in use".  For each step 
that was associated with a PTF that had actions associated with them that 
you've already seen (when you installed the PTF and did any necessary HOLDs), 
those will also be skipped.  Also, any associated IBM Health Checks for z/OS 
related to the upgrade are also leveraged and if the results indicate that the 
step can be skipped, that will happen.

I would encourage you to read the the General tab for each step to understand 
what is being verified for each step, and then notice the Status of Skipped to 
know which were not applicable for the instance you are upgrading.  (You can 
always run any Skipped step you like, should you want to do.)

In general, the Workflow will be "customized" for your environment, with the 
above in mind.

If you have any suggestions for additional verification that can be done to 
help skip more steps, I'm happy to take them!
