I am fairly new to the DSFS process under z/OS.   I struggled with some startup 
hurdles and got it working on my test system.      I even repeated the setup 
(with hurdles) on my production system.  Thanks Colin
Surprise - the test system has stopped working with no external signs of why.  
I have restarted it (stoppfs, and restart).
It happily says (in the syslog)

OMVS shows it as an active PFS File Type
HOWEVER
DSFS has done none of its initialization for the standard directories like 
/dsfs/bin /dsfs/txt or /dsfs/rec  Attempts to cd there are met with  EDC5129I 
No such file or directory.

What I have noticed is that my working system shows a type DSFS filesystem 
mount... Test does not.  I mount
I have also researched  the internet and found warnings about NEVER mounting 
the Utility ZFS to ZFS... Let DSFS do all the formatting etc.
I cannot prove the negative that this has never happened on my systems.  (would 
DSS cause problems trying to quiese it for dumping?)

The entire point of this post is that obviously the DSFS  colony address space 
could not perform an intended function.   The problem is that it does not 
provide externalized error message to aid in correcting whatever it is (not) 
complaining about.
