Since we moved to z/OS 2.5, every time a user cancel a job, $CJ(nnnnnn), he
gets an ICH408I message for insufficient READ access to the OPERCMDS
(MVS.MCSOPER.userid) profile (at least the userids that do not have access
to that profile). However, the job gets cancelled.
Any idea why this is happening now and why does it happen as it seems that

You didn't say how the cancel was performed (action char or command? what panel?).
However I would create the following entry in GLOBAL Access Table:
RALT GLOBAL OPERCMDS MVS.MCSOPER.&RACUID*/READ

IMHO there is no reason not to give that.
