Since we moved to z/OS 2.5, every time a user cancel a job, $CJ(nnnnnn), he gets an ICH408I message for insufficient READ access to the OPERCMDS (MVS.MCSOPER.userid) profile (at least the userids that do not have access to that profile). However, the job gets cancelled. You didn't say how the cancel was performed (action char or command? what panel?).
