Just in case someone else runs into this.   We tried to IPL our maintenance
LPAR with 3.1 but nothing would come up.   RACF wouldn’t start and ncame up
disabled so nothing would start.   Turns out we were pointing to the wrong
IFAPRDxx member.  The Program number changed with 3.1 and the old IFAPRDxx
had the old ID in it.   z/OS 2.5 ID is 5650-ZOS and z/OS 3.1 is 5655-ZOS.
  Using the old ID will NOT allow anything to start.  What fun we had!

I had similar fun. However bad IFAPRDxx was a piece of cake when compared to JCL error in MSTJCL00 and some other mistakes I made. <vbg>
