As Schmuel said, as long as the multiple VM’s only need READ access to these 
devices, you need device entries in each VM directory defining them as 
full-disk “mini discs” RR (read only).

Look at the current directory entries for any one of the VM’s and see how the 
z/OS disks are defined, then replicate that format for each of the “shared” 
disks in all of the VM directories but with RR as the read/write attribute for 
each shared disk.

They work fine once I manually attach them.  I’m looking for the magic to have 
z/VM IPL, the guests come up and immediately have access to the devices without 
manually intervention.  I can hack my way through z/VM but I’m not expert in 
that space.
