ATTACH has  specific meaning in VM that does not include either DIAL or 
minidisks.

I though that as they are defined as ‘full pack minidisks’ they would get 
‘attached to system’ status at VM IPL time and could then be linked by multiple 
guests as they logged on and thus available at guest IPL time? If not wanting 
to IPL VM, after ensuring ‘online’ directory correctly updated, attach the 
devices to SYSTEM via  CP commands and logoff/on the guests to get them linked?
