What does Writenr do if SYSTSPRT is allocated to:

o A UNIX file?
    Does it write the data, but not append an ML?
    That seems obvious, but does it?

o A Classic data set?
    It could write a segment with the SDW with the control code indicating
    other than the last segment?  That seems so obvious that IBM
    wouldn't do it.
