If you are going to use Auto-IPL, it is going to require a bit to make sure the system comes all the way up.
It was coded on a system that was doing development and would mysteriously be in an "almost up" state. Translated as someone either shut it down or crashed it... and auto-IPL would bring it back up (mostly).
