That looks like a lot of it. I restarted z/OSMF twice, the first time normally, the second time with KXINDEX=N. The first restart used 47s CPU, the second time 25s CPU.
Picking one of the most accessed doc.zip files in the type 92, the first time it was opened/closed over 1800 times in 20 seconds. The second time it was opened/closed only 10 times.
You would think maybe they could check the modified date on the zip files to rebuild the index after maintenance, rather than rebuild it every time...
